Because the gases there are still more dense than Earth's atmosphere, there is the possibility of "floating cities" that would follow the prevailing winds much like hot air balloons.But you would need supplies from Earth to be shipped to you, although some oxygen could be produced from the carbon dioxide that makes up most of the atmosphere. You would definitely need water, since the "rain" in Venusian clouds is sulfuric acid.
