Tornado Shot Initial Shot Pierces (no fork or chain on the initial arrow) > Secondary Explosion > Fork > Chain > Pierce. You do not want Pierce Chance at all when using this bow, because it gives it to you FOR FREE after projectiles have Chained.

Yeah they dont pierce without help, but TS does allow a shotgun like effect. Each target still can be hit only once by each arrow, but its very common for something at pointblank range to take at least 1 submunition from each original arrow and therefore get slapped for 4-5x tooltip dps.
