I can't buy Whirlwind Cloak from Talvas. So I completed the whole Wind and Sand quest, and then I talked to Neloth and he said Talvas would sell me the tome. However, Talvas had been my follower, and he would only sell me a few arrows. I tried recruiting him again and taking his stuff, but now he just has no inventory.

The other cloaks barely pinch of an eighth of health. With whirlwind cloak I can knock people off cliffs, stun them, controll the aggro, and the idea of having a wind spell entices me. Not to mention I can pretend like I'm some kind of DBZ like god that has a power aura around him.
