Unless you are upping your world temp from default, no. The only biomes where hydroponics are justified before you have 20+ pawns are ice sheet and sea ice. On ice sheet you need heated sun lamp areas to grow on less than full regions if using gravel. On sea ice you have literally no other choice if you want to grow.
