Pokemon with Soundproof are immune to Roar but not Whirlwind, so Whirlwind is the better option. Generally it doesn't matter how a Pokemon gets a move in competitve Pokemon, since the majority of battles take place on Showdown, where all you need to do to add a move is type in its name.

Whirlwind will work on anything. Roar is shut down by Soundproof pokemon (which aren't exactly common, but given the choice between whirlwind and roar, its enough to choose whirlwind) But as a sound move it also goes around substitute. Fair point. Forgot about substitute bypassing. Thought it was damaging sound moves only.

If you run Sleep Talk you can sometimes pick Dragon Tail/Roar/Whirlwind in your sleep and use them at normal priority. I am extremely tempted to try this by using a sleep move on a teammate in...
